Regulatory updates - Moldova

The proposal suggests removing barriers to the use of virtual cash registers and electronic tax receipts (eBon) by allowing merchants to issue receipts to customers digitally.

Entrepreneurs will be able to issue their receipts through applications that can be installed on phones, tablets or computers. Through the application, tax receipts can automatically be sent to the customer via e-mail or SMS, and receipts can be printed upon request.

The initiative is part of a broader set of legislative measures in Moldova aimed at accelerating the digitalization of the country’s economy.

A draft law will be submitted for approval from the parliament before any changes are put into effect.

E-document exchange has been a popular topic among the Eastern partner countries. The EU4Digital – an EU organisation advocating for a single digital market between the European Union and Eastern Partnership as one of its goals - assists these states in adopting digital document practices.

Since 2020, Ukraine has taken part in a pilot with Poland, organised by the EU4Digital Facility. In addition, another pilot with Armenia kicked off at the beginning of this year.

The Republic of Moldova has recently also expressed willingness to test the eDelivery pilot with Ukraine. Within the upcoming weeks, the team of EU4Digital experts will help the country with recommendations, onboarding and implementation of the solution, designed specifically for the Moldovan-Ukrainian project. The pilot is anticipated to launch in December 2021.

In the pilot, the Peppol eDelivery network is used to establish common business practices and set technical standards to enable the exchange of electronic documents. The e-invoice standard applied is Peppol BIS Billing 3.0.
