Regulatory updates - Qatar

Qatar's Cabinet approved a draft e-invoicing law and its executive regulations. Developed by the Ministry of Finance alongside the General Tax Authority, the law seeks to establish a legal framework for electronic documents, enhance transparency, advance digital transformation, and build reliable databases for regulatory oversight.

For now, Qatar has not released an implementation timetable, technical specifications, or whether the anticipated VAT regime and e-invoicing will launch together. That said, the Cabinet's approval signals that the legal and technical groundwork for continuous transaction controls is moving from policy discussion into active legislative preparation.

This implies that all entrepreneurs and entities conducting businesses in Qatar would have to complete the VAT registration procedure.

It is said that the VAT-registered businesses would be able to claim a credit for the VAT amount paid on expenditures connected to the taxable business activities.
