Regulatory updates - Portugal

Portugal proposes postponement of QES requirement for PDF invoices and accounting SAF-T.
On October 8, 2026, the Portuguese Government submitted the draft 2027 State Budget to the Assembly of the Republic. The proposal would extend the transitional treatment of PDF invoices until December 31, 2027, delaying the QES requirement, and further defer accounting SAF-T submissions.
